If you have started planning a build in Islamabad, Rawalpindi or Azad Kashmir, you have probably come across both terms already. One contractor quotes you for a grey structure. Another offers a turnkey construction package. The numbers look different, the scope sounds different, and it is not always clear which one actually gets you to a finished, livable home.
The short answer is that grey structure and turnkey construction are not competing services. They are two different points on the same journey, and the right choice depends on how much of that journey you want to manage yourself.
Grey structure gets you a building. Turnkey construction gets you a home you can move into. The real question is not which one is cheaper on paper, it is who ends up managing everything in between.
What Grey Structure Construction Actually Covers
Grey structure construction is the shell of the building. It covers excavation, the foundation, reinforced concrete columns and beams, roof slabs, brickwork, and the basic staircase, without any plaster, paint, flooring, doors, windows, kitchen or bathroom fittings. Once grey structure is complete, you have a sound, weatherproof shell standing on your plot, but nothing inside it is ready to live in.
This option suits people who want direct control over their finishing choices, have time to manage multiple contractors, and are comfortable phasing their budget over a longer period. It also suits owners who already have a trusted finishing contractor lined up and only need the structural work handled separately.
What Turnkey Construction Actually Covers
Turnkey construction starts where grey structure ends and carries the project all the way to handover. That includes plumbing and electrical work, plastering, flooring and tiling, paint, doors and windows, kitchen and bathroom fittings, and a final walkthrough before you get the keys. With a genuine turnkey construction package, one team is responsible for the entire build, not just the shell.
This is the option most owners choose when they want a single point of contact, a fixed and agreed scope, and a house that is genuinely ready to move into on the day it is handed over, rather than a shell that still needs months of finishing work arranged separately.
The Real Differences Between The Two
Beyond the obvious scope difference, a few things tend to matter most when owners are actually deciding between grey structure and a complete construction package.
Who manages the work. With grey structure alone, you become the project manager once the shell is done, sourcing tile fitters, painters, electricians and plumbers, and coordinating their schedules yourself. With turnkey construction, that coordination sits with the construction company, not with you.
How predictable the final cost is. Grey structure pricing is fairly straightforward to estimate, since the scope is limited and well defined. Finishing costs are where budgets tend to move, because material choices, fixture upgrades, and the number of separate contractors involved all affect the final number. A transparent construction cost estimate at the start, covering both structure and finishing, removes most of that uncertainty.
How long it takes. Grey structure has a fairly fixed timeline, driven mostly by concrete curing and structural sequencing. Finishing timelines vary far more, and when several unconnected contractors are involved, delays in one trade tend to push back every trade that follows it.
What Actually Happens On Site With Each Option
With grey structure only, your involvement on site does not end when the shell is finished, it really just begins. You are now sourcing a plasterer, a tile contractor, an electrician, a plumber, a painter and a carpenter, often from different referrals, and making sure each one starts only once the previous trade has finished their work cleanly. If two trades overlap badly, rework follows, and that rework is usually your cost to absorb, not theirs.
With a complete construction package, that sequencing is handled by the same team that built your structure. The people plastering your walls already know exactly how the structure was built, where the conduits run, and what the original drawings called for, because they are not seeing the site for the first time.
Which Option Actually Fits Your Project
Grey structure construction tends to fit best when you have construction experience, time to be on site regularly, and a finishing contractor you already trust. Turnkey construction tends to fit best when you want one accountable team, a clear cost estimate covering the whole build, and a home that is ready to use on handover day, without managing five or six separate contractors yourself.
Neither option is automatically the cheaper one. What matters is whether the cost of your own time, coordination and risk is worth the lower headline price of managing the finishing separately.
AAN Builders offers both grey structure and complete turnkey construction packages across Islamabad, Rawalpindi and Azad Kashmir, so you are never pushed toward one option before we understand what your project actually needs.
